Why do I receive Error 5202 - Unable to access services required to run MATLAB?

When I try launch to MATLAB, I get the following error:
Unable to access services required to run MATLAB (error 5202).
How do I resolve this?

This error indicates MATLAB has encountered a licensing issue: it cannot install the MathWorks Service Host. Follow the steps below to resolve this issue:

 

1. Check user's permissions on installation folder

The user attempting to run or install MATLAB must have permissions to read, write, and access to the folder that the MathWorks Service Host installs to. Depending on the Operating System you are using, please make sure the user has appropriate permissions for the folder listed below.
Windows
C:\Users\%username%\AppData\Local\MathWorks
macOS
~/Library/Application Support/MathWorks
Linux
~/.MathWorks/ServiceHost/$HOSTNAME/
 

2. End MathWorks Service Host processes and Uninstall and reinstall the MathWorks Service Host

Follow the directions from the link below to end the service host process, then uninstall and reinstall the MathWorks Service Host.
